Elk Grove's Mello-Roos Runs on Two Clocks, and Only One of Them Stops

October 29, 2026

An Elk Grove property tax bill can carry a short stack of special taxes, and each one runs on its own schedule. On some parcels, a fixed dollar amount stops on a known date. Elsewhere, a line goes up 2% every July 1 for more than two decades, and next to it may sit a charge that follows inflation and never ends. Two homes with nearly the same sale price can carry completely different stacks, and the recorded price shows none of it.

The usual shorthand is "the Mello-Roos goes away eventually." The City of Elk Grove's own Mello-Roos CFD page shows that this is only partly true. The taxes that pay off bonds for streets, pipes and parks have end dates. The taxes that pay for police services and ongoing maintenance are levied, in the city's words, "in perpetuity (forever)." If you're comparing neighborhoods, you need to know which kind sits on a parcel, because that decides whether a home gets cheaper to own over time or more expensive.

The Bond Taxes Each Stop in a Different Year

The city runs three infrastructure Community Facilities Districts. Each one pays for construction such as street, wastewater, water and drainage improvements, and each has its own rules on increases and end dates.

District FY 2026/27 single-family tax Can it increase? Last year levied
East Franklin CFD 2002-1 $840 per unit No FY 2037-38
Poppy Ridge CFD 2003-1 $965 per unit No FY 2045-46
Laguna Ridge CFD 2005-1, densities below RD 8 $2,228.92 per unit or lot Yes, 2% every July 1 FY 2050-51

The table shows a pattern that goes against what many buyers expect. The two older districts are fixed. East Franklin's $840 is a maximum the city says "may not be increased," and inflation makes it a smaller burden every year until it ends. Laguna Ridge works the other way. It starts higher and climbs. Its rates are also lower for denser lots: $1,783.13 for RD 8 through RD 14 and $1,485.94 for RD 15 and above.

The Laguna Ridge district is still actively issuing debt. On Sept. 24, 2025, the Elk Grove City Council authorized a new series of special-tax bonds for CFD 2005-1 to fund more of its approved improvements. The resolution noted that $33.805 million in bond authorization remained. The end date of FY 2050-51 stays the same.

What a 2% Escalator Adds Up To

This year's worksheet levies the Laguna Ridge bond tax at 100% of its maximum. If the levy stays at the maximum and the maximum keeps rising 2% a year, here's how a single-family lot below RD 8 would change. This is our own arithmetic based on the city's rules, not a published schedule:

  • FY 2026/27: $2,228.92
  • FY 2037-38, the last year East Franklin is levied: about $2,771
  • FY 2050-51, the last year Laguna Ridge's bond tax is levied: about $3,585

The gap between the two districts is about $1,389 this year. In FY 2037-38 it would be about $1,931. A year later, East Franklin's bond tax ends completely, and on these numbers Laguna Ridge's would be around $2,827 and still rising. A buyer who compares the two districts using only this year's bill is comparing a tax that is shrinking in real terms with one that is growing.

The Service Taxes Don't End

The second clock never stops. The city has four services CFDs, and all of them are perpetual:

  1. Laguna Ridge CFD 2005-1, Maintenance Services. It pays for parks, parkways, open space, landscaped medians and community facilities inside the district. For FY 2026/27 the city is levying $1,158.54 per single-family unit or lot against a maximum of $1,219.52. The levy sits at 95% of the cap, and the cap itself rises with CPI.
  2. Maintenance Services CFD 2006-1. It covers the whole city except the area bounded by Elk Grove Boulevard, State Route 99, Bruceville Road and Kammerer Road, and new projects are added when they seek entitlements. It has 17 single-family zones, with FY 2026/27 rates ranging from $656.00 in Zone 1 to $2,733.36 in Zone 17. The maximums rise with CPI and never by less than 2% a year.
  3. Police Services CFD 2003-2. It applies citywide outside Poppy Ridge, but only to new residential projects, and it's levied once a building permit exists. The FY 2026/27 residential rate is $608.18 per unit.
  4. Poppy Ridge CFD 2003-1, Police Services. It levies $280.70 per residential unit this year, on top of Poppy Ridge's fixed bond tax.

This is the part of the bill that keeps going after the bond taxes end. When East Franklin's $840 drops off after FY 2037-38, any service tax on the same parcel stays. When Laguna Ridge's bond tax ends after FY 2050-51, its maintenance tax keeps going and keeps rising with CPI.

Some parcel charges sit outside the CFD system. Street Maintenance Assessment District No. 1 is also perpetual and CPI-adjusted, with FY 2026/27 single-family rates from $158.57 in Zone 5 to $248.36 in Zone 1. Sacramento County administers its own infrastructure CFDs in Elk Grove: Park Meadows, Laguna West Improvement Area #1, also called Laguna Creek Ranch, Lakeside Improvement Area #2, also called Elliott Ranch, and Stonelake.

How the Stack Shows Up in the Monthly Payment

Special taxes are paid with the property tax bill, so in practice they work like a second mortgage payment that no appraisal comp shows. Freddie Mac put the average 30-year fixed rate at 7.32% as of Oct. 22, 2026. At that rate, each $100,000 borrowed costs about $687 a month in principal and interest.

Here's one example with the stack limited to the two Laguna Ridge lines. A lot below RD 8 pays $2,228.92 for bonds and $1,158.54 for maintenance this year, a total of $3,387.46, or about $282 a month. That's roughly what the monthly payment would be on an extra $41,000 of mortgage at today's rate. East Franklin's $840 works out to about $70 a month, or about $10,000 of borrowing. So on those lines alone, a Laguna Ridge home costs about as much each month as an East Franklin home listed roughly $31,000 higher. Either parcel may also carry the police, maintenance, street or county charges described above. Whether it does depends on the project and when it was entitled, so treat these figures as an example, not a typical total.

The market data shows why a gap that size matters. In September 2026, the Sacramento Association of Realtors recorded these residential results for the three Elk Grove areas it tracks:

SAR area Closed sales Average close price Average market days
Elk Grove 10624 42 $652,931 40
Elk Grove 10757 40 $716,433 37
Elk Grove 10758 30 $617,146 48

These are averages, and SAR's area report doesn't list medians or year-over-year change. Even so, the roughly $99,000 spread between the highest and lowest averages is in the same range as the borrowing-equivalent of a heavy special-tax stack. A price gap between two areas can get smaller or larger once the tax lines are counted, and the sale price doesn't show which way it goes.

Buyers also have more time to look into this than they did a year ago. In September 2026, SAR reported Sacramento County at 2.7 months of inventory, up 17.4% year over year, with closed sales down 8.8% and a median sold price of $555,000, up 2.8%. The California Association of Realtors' September 2026 report put the county median at the same $555,000. When homes stay on the market longer, buyers have more room to ask what's on a parcel's tax bill before agreeing to a price.

Questions Buyers Ask About Elk Grove Special Taxes

Does every Elk Grove home pay a school Mello-Roos? The city lists Elk Grove Unified School District CFD No. 1 as covering all areas in Elk Grove. The district's rate-and-method document sets maximums by parcel classification, from $45.84 to $200 per taxable unit a year.

Where can I see which districts cover a specific address? The city's Mello-Roos CFD page links to a boundary map and a current tax table for each district. Its Special Tax Hotline is at [email protected] or (916) 627-3205.

Are this year's rates the final rates? The city calls its FY 2026/27 revenue estimates and parcel counts preliminary. It also states that no parcel will be levied above the maximum rate listed.
